The COVID-19 pandemic has created serious supply-chain management challenges for many companies, including growing bottlenecks resulting from imported merchandise arriving in the U.S. just as consumer demand has plummeted, and domestic distribution networks are significantly disrupted. This is one reason why many companies have sought some financial relief through deferrals in payment of customs duties on their imported merchandise. As part of a duty-deferral program, U.S. foreign-trade zones (FTZs) could play an important role in alleviating this problem by providing activated and secure FTZ warehouse and yard space to store excess merchandise during the current crisis and help mitigate companies’ cash-flow challenges by deferring the payment of duties and other fees until merchandise is withdrawn from the zone.
